Bargaining & Negotiations Update Report 1/5/2023:

Colleagues: As you may know, the collective bargaining agreement between the YC-AFT and the YCCD technically expired on June 30, 2022. However, pending a new three-year agreement, all provisions of the 2019-2022 agreement continue to remain in effect. YC-AFT is currently engaged in negotiations with YCCD for a new three-year agreement. For your information, your YC-AFT Contract Bargaining Team includes:

Below is a chronological summary of the YC-AFT contract bargaining efforts over the past seven months:

July 20, 2022: YC-AFT commenced formal negotiations with YCCD. The parties discussed ground rules and scheduling.

August 17, 2022: The parties agreed to an MOU (Memorandum of Understanding) covering ground rules.

The parties reached tentative agreements on YCCD-proposed minor changes to Article 2 (Federation Rights) and Article 10 (Conference and Travel).

The parties exchanged proposals to change Article 4 (Workload/Assignments) relating to seniority.

September 2, 2022: Due to unforeseeable circumstances, the parties mutually agreed to cancel negotiations scheduled for this day.


September 14, 2022: YC-AFT presented proposals to change Article 9 (Leaves with Pay) and Article 11 (Evaluations), and to create a new Article 16.5 (Career Development and Advancement). 

October 3, 2022: YCCD presented counter proposals for Article 9 (Leaves with Pay), and for Article 16 (Internal Promotional Opportunities) in lieu of accepting the YC-AFT proposal for a new Article 16.5 (Career Development and Advancement).

YC-AFT presented a proposal to change Article 8 (Office Hours), and proposals to create a new Article 4.5 (Design and Delivery of Online Instruction) and a new Article 18 (Intellectual Property).

The parties reached tentative agreements for Article 9 (Leaves with Pay) and Article 16 (Internal Promotional Opportunities).

October 14, 2022: YC-AFT confirmed via email its withdrawal of a proposal for a new Article 16.6 (Faculty Resources in All College Disciplines).

October 19, 2022: YCCD and CFT each delivered fiscal presentations.

November 4, 2022: YCCD presented a counter proposal for Article 18 (Intellectual Property Rights), which YC-AFT rejected.

November 14, 2022: YCCD presented a counter proposal for Article 18 (Intellectual Property Rights).

November 28, 2022: YCCD presented a proposal to change Article 5 (Distributive Education).

YC-AFT presented a counter proposal for Article 4 (Workload and Assignments),

December 7, 2022: YC-AFT presented via email a new proposal for Article 7 (Salaries and Benefits). Please note that this proposal includes significant salary and stipend increases, as well as a demand that YCCD implement the state’s recently augmented part-time faculty health benefits program.

December 12, 2022: Meeting cancelled by mutual agreement.

Future Scheduled Bargaining Meeting:

  • January 26, 2022
